Redesign status message definition and handling, rename to cyclic msgs

Currently the firmware allows any status (cyclic) messages to be defined in the /boards definition.
dingoConfig cyclic message definitions can only be pre-configured messages scaled to the number of functions.

These cyclic message definitions need to be moved outside of the core device definition and configurable per device type

Move cyclic message definitions to a json file that defines the DBC parameters (bit pos, length, scale, etc.) and maps the value to a property
