If a policy is applied to a tier for a minimum pass rate (ie 805) but there are 0 instances in that tier, it should pass at 0/0 instead of failing as a 0% < 80%

Fixing Policy Advancement Bug (0/0 Pass Rate)

• Gather context and understand the bug
• Find policy evaluation code for pass rate / gradual rollout
• Implement the fix (treat 0/0 as passing instead of failing)
• Update tests
• Commit and push changes

Root cause: In jobtracker.go, GetSuccessPercentage() returned 0.0 when there are 0 release targets, despite the comment saying "consider it 100% successful". This caused any minimum pass rate policy (e.g. 80%) to fail when a tier had 0 instances (0% < 80%).

Changes made:

• GetSuccessPercentage(): return 100.0 when numRt == 0 (vacuous truth: 0/0 = 100%)
• GetSuccessPercentageSatisfiedAt(): return t.Version.CreatedAt when numRt == 0 (consistent with how evaluateJobSuccessCriteria handles this case using version.CreatedAt)
• Updated the test TestReleaseTargetJobTracker_GetSuccessPercentage_NoTargets to expect 100.0
