Cross-deployment dependency metadata on versions

add dependency filters on versions (and an /deploymentID/environmentID/versions endpoint to list), where you can specify a map of

"deploymentId (e.g. a uuid)": CEL (with "version" in the context being the deployed version in the environment). elements of the actual version can be hard-coded at version creation time
}

this should also enable auto deploys to respect these constraints when determining if a new version needs to be released
