calling POST /v1/workspaces/{workspaceId}/policies/{policyId} is not reconciling release targets

To reproduce

create a version selector policy for a system with release targets. then upate the version selector to choose a different version. the release targe does not reconcile and release the new proper one.

to bypass, a new version needs to be released

This should be fixed now, it hasn't been deployed yet, i'll wait until we test it to close the issue attached the merged PR
