ActionMenu: Odd issue mousing out of the game window freezing the action menu.

This may just be a me thing, as I'm playing on linux (gentoo, proton 8.0-5, sway [wayland tiling window manager]), in desktop mode.

Repro:

1. open action menu
2. mouse out of game window
3. mouse back in
4. action menu is now entirely unresponsive, except to close the menu or open another menu.
5. closing/reopening the action menu or opening another menu and reopening action menu restores functionality.

Always reproducible on my end.
