since switching from pull_request_target to pull_request each release line can/will have it's own version of the release workflow in the release line branch. if it doesn't, then you just can't release to those lines

So it becomes pretty easy to validate within that at the user workflow level, and accept a dist-tag to publish to at the action level, and to accept a branch to target the automated PRs to
