feat: install the Livewire and Tailwind UI foundation

Context

As a developer, I need the base UI stack in place so we can start building the application shell and product screens on the intended frontend foundation.

Acceptance Criteria

• Livewire is installed and configured for the fresh Laravel 13 app.
• Tailwind is installed and working in the frontend build.
• A minimal app shell or landing page renders successfully using the new stack.
• The initial UI foundation includes the Katra brand assets needed for early product surfaces, including the current logo/wordmark.
• The UI foundation includes the Nord palette tokens, with nord15 used as the primary accent color.
• Local frontend setup and run steps are documented.

Notes

This should establish the UI foundation, not the full product design system.

• Full application navigation and feature screens
• Final visual design language

Closed by #129. Livewire is now installed and published, Tailwind v4 remains in the frontend build, the branded route renders through the new stack, Nord palette tokens are defined in the CSS theme layer with as the accent token, and the local frontend run steps are documented in the README.
