Consider business case for moving DAP customers to BigQuery/Looker Studio

General goals for DAP:

• Make DAP more secure
• Make DAP more useful to our agency customers
• Make DAP less human-resource intensive to operate
• Make DAP cheaper to operate

The proposal is to replace the visualization and data exploration environment provided by Google Analytics with our own environment that we build in BigQuery/LookerStudio, and to move all of our agency customers from the old environment to the new environment.

Does this proposal advance or hinder our goals?

Google Public Sector has offered to pay for Cardinal Path to build us dashboards. They also sent some useful documentation about the "GA4, BigQuery and Looker Pipeline", which I put in our shared drive.

Pro - The Google Analytics user/permission model has some flaws. Once we move all our users out of the Google Analytics UI, we could lock down the GA account to just administrators.

• Adding a user to an analytics account makes them a user in the organization, which lets them link their own (free) analytics account to the organization.
• Giving a user access to data via the UI automatically grants them access to the data via the API. Once they have access via the API, they can blow away our quotas.
