Install Dime.Scheduler through the CLI

Since the installer's exe can already be executed from the command line, why not provide a module that allows to install Dime.Scheduler from the CLI? This would also require the package to be accessible through an API. Given the plans to redesign the website in 2021, we should keep this in mind.
