Split the rel op into 'top half' and 'bottom half' to allow push-down as more as possible.

The Java part of this project supports more types and functions, so some expressions can not be pushed to C++ part (libexpr). Split the rel op chain so the 'bottom half' can possibly be pushed to C++ part.
