PRs to repos outside of dotnet/* pattern should not always thank for signing the CLA

Just a small gripe, as I get an email each time I do this. I've seen this in Mono and Xunit.

I got an internal newsletter saying that the CLA system is in the process of being switched to something new so this might not be an issue for much longer :)

That seems to be specific to Mono repos, right? @akoeplinger you are likely in better position to route that there ...

And we're just using the normal .NET Foundation CLA bot so I don't even have access to that system.
