Job Monitor should print information about in-progress jobs on cancellation/exit

When the job monitor times out (e.g. AzDO job cancellation), it should print information about the in-progress or queued jobs. What was still left to run (work items/jobs), what was running but cancelled? (e.g. could be a hang).

This information should make it into the AzDO timeline.
