Most of the text changes were done in #941. This wasn't a formal proposal, but was logged as an issue, and discussed in [LDM](https://github.com/dotnet/csharplang/blob/main/meetings/2022/LDM-2022-09-21.md#unsafer-unsafeness) This change was made for C# 11.
