[BUG]: Unsafe closing will crush all http request

Description

Closing the command window directly without Ctl + C will make the network unavaliable when restart pc.

Expected behaviour

safely exit when close the command window.

Actual behaviour

all web not work.

Steps to reproduce

1. start the dev-proxy;
2. close the command window directly(not type ctl+c);
3. restart your computer.

This is by design and documented here: https://learn.microsoft.com/microsoft-cloud/dev/dev-proxy/how-to/why-is-my-internet-connection-not-working-after-using-the-proxy. If it interferes with your workflow, you can also start Dev Proxy without it registering as a system proxy, so killing the parent process/terminal won't have any effect on your network configuration.
