[Windows] start menu shortcut issues #78

Major issue

  • The link is created in the per-user start menu rather than the common start menu. This leaves the program inaccessible on multi-user machines.

Minor issues

  • Do not create an uninstall link. Some versions of Windows 10 and above try to hide such links.
  • Locate link at the top level of the Programs folder instead of creating a program group containing a single link.

Both of these were detailed in the Windows UI guidelines. (I can't find the chapter refering to the start menu in the new version)
