RPATH wrappers may be ignored if `/tmp` is mounted with `/noexec`

Reported by @ollystephens via Slack.

Problem was the RPATH sanity check for M4-1.4.19.eb was failing because no RPATH section was found in the m4 binary, despite having the --rpath configuratoin setting enabled. So somehow, the RPATH wrappers were not being picked up...

We should run a quick check to make sure that the RPATH wrappers can actually be used?

I guess the best we can do here is check whether our RPATH wrappers work, and error out if they don't.

Or perhaps fall back to put them in the build directory rather than in /tmp...

Recently done for a different reason, but putting them in an arbitrary path is now almost supported via #4596 but currently only the buildenv easyblock actually sets this (easybuilders/easybuild-easyblocks#3661).

@puneet336 Can you share the output of mount | grep /tmp on your system? Is /tmp mounted with noexec?

If so, can you try using eb --tmpdir to specify a different location for temporary directories, and see if that helps (without disabling RPATH)?
