Make sure prs are merged to development in pass-documentation

What?

PRs in pass-documentation should be merged to development because development is merged to main on release

Why?

This can cause a release to fail if there are conflicts.

How?

Try to set the repository base branch to development.
Also add a pr check.

Reverted PR eclipse-pass/pass-documentation#70 because it would have failed for forked repos. Opened PR to set default branch to development in the pass-documentation repo.
