changelog : minor improvements to the comment added #51

As see here elastic/elastic-otel-java#1033 (comment)
When the check fails, a comment is added to the PR.
- In the comment, we could also add a mention how to ignore, in this particular example we could have
changelog:skip
Then, once the proper label is added to the PR
- we could maybe remove the comment as it's no longer relevant. Or, at least update it with a more compact message to prevent having to scroll.
