If you carefully spin the mouse wheel up and down in small steps, it works well. Now if you spin it any faster, it will also scroll the page. That is very disorientating, and I keep accidentally triggering this all the time.

Steps to Reproduce
At the start screen, move your cursor over the carousel.
Spin the mouse wheel down multiple notches at once.
Expected Behavior
When the cursor is over the carousel, I expect it to fully "trap" mouse wheel movement. If I want to scroll the page, I can move the cursor below the carousel.
