Bluetooth transfer ends and disconnects when screen locked

What Happened?

A lengthy inbound transfer was started. The screen was locked. On unlocking the screen it was observed that the transfer had failed, the source device disconnected and Bluetooth was turned off.

WORKAROUND: This issue does not occur if you turn on Bluetooth and connect to a device while in the Greeter as well as in your session. Then switching between the Greeter and the session does not terminate the connection. However, this is not obvious to an ordinary user. It is not clear what the purpose of the Bluetooth indicator in Greeter is but there should only be one Bluetooth indicator status regardless of session or Greeter as the hardware can only be in one state.

Related to the above issue, when you have Bluetooth headphones connected and listening to music and the screen saver makes elementaryOS go to the lock screen and you log back in, Bluetooth is disabled and music playback ostensibly goes back through the built-in speakers.

An obvious workaround would be to disable the screensaver so that elementaryOS never goes to the lock screen, but that's counterintuitive as the Bluetooth connection should persist regardless whether the screen is on, off or in the screensaver or lockscreen.
