Testing INSTALL_LOCATION

Those who regularly set INSTALL_LOCATION!=TOP wish this scenario were covered by CI. It is not clear to me that ci-scripts would actually need changes to accommodate this. So maybe only an exercise in creating an example job.

Agree - that should be pretty straightforward.

Probably more a matter of adding a job in Base, though, as such test would cover Base's build system.
(ci-scripts is for building on the CI platform where INSTALL_LOCATION is not set.)
