UI for elda:notice

#165 added elda:notice to allow notices (such as API change notifications)

to be embedded into Elda responses. However E1.3.18 has no UI for
displaying these notices in the HTML renderings.

I have a use case where the client would like to attache a permanent 'notice' to all (at least all API request responses - management responses e.g. api-config may be different).

Elda notice would be fine for this except that the notices only show up in response to API requests that contain a specific request for metadata and my use case requires it to show up default.

Please consider either:

• modifying the behaviour of notices so that they are included in all data responses, and ideally html responses when the renderers can be modified
• or create a new mechanism for always attaching notices
• or extend the notification mechanism to allow the user to configure when a notice will be returned

Chris and Simon have looked at this issue, it needs some design work to decide how the notice can be presented on the UI.
