Address failing slow tests on `forks/amsterdam`

Address current fails on forks/amsterdam for tests marked slow, which CI is not picking up

I believe this summarizes them all after running fill --until=Amsterdam:

FAILED (2):

Note: this is for all formats so I think it's just 1 fail and 20 errors, across blockchain_test and blockchain_engine_test variants
