Seperate different power limits #94

Description

@achims311

In a system there are typically many different power limits. Some are special for certain countries.

External grid:

  • Hard Limit : The fuse typically installed.
    If seperated by import & export it might cover rules like the german 70% rule, which I don't know in detail.
  • Soft Limits (separated by import & export they are not always the same):
    Addons payed if grid usage exceed certain limits (Example Luxembourg)
    In the future it might even be these addons might change over time
    Battery:
  • The inverter
    From my understanding always the same power for AC->DC and DC-> AC, but not sure
  • The Battery power itself depending on the SOC.
    While this should be constant for more modern car batteries assuming house charging is anyway only near 20 kW, this assumption does not hold for typical house batteries. But the effect might be minimal.

While the battery limits seem to be modeled quite well (missing the SOC dependency, with small effect), the external grid limits seem to need some improvements to deal with regulatory rules upcoming or already in place.
