Documentation: Labeling Protocol

While for MVP release, we will be manually approving only trusted and vetted aggregators and nodes, we need a plan for our labeling protocol that will be used by Moderation servers.

If we have a labeling server, we could auto label (for example) packages from AspireCloud as 'from wordpress.org' for provenance.

To do:

• Design a first pass protocol for labeling - how do we add the meta data in? Do we call it from a service?
• Design a dev UX - how does a dev go in and apply tags? cli is fine, but if you have an idea for a UX, yay
• Design a user UX - this would be in the Fair PLUGIN itself.
