Proposal to archive the FINOS Plexus Interop project

Due to the lack of activity on this repo, I'm proposing to mark this project as archived.

Archiving means that the github repo will be archived, but not deleted; code and issues will be set as read-only ; at any time, if and when you want to restore activity on the project (and there is a clear ownership of the codebase), we'd be more than happy to unarchive it.

We will proceed with the archiving on Tuesday 5 March 2024, unless we hear otherwise.
