heap snapshots of devtools and observatory do not match

It seems like the snapshots do not match, data-wise. I guess the observatory values are correct.

The heap snapshot logic in DevTools has been completely rewritten since this issue was filed. Because the implementation has changed significantly, this issue regarding data correctness in the old implementation is no longer applicable. If there is more work to do here, please let us know by filing a new issue with up to date information. Thanks!
