release notes viewer is no longer scrollable

The X is also not properly dismissing the viewer. I noticed this when running in g3 but it may happen externally as well.

This issue appears to be fixed. The file packages/devtools_app/lib/src/framework/release_notes.dart uses the Markdown widget inside an Expanded widget in a Column, which handles scrolling correctly. If there is more work to do here, please let us know by filing a new issue with up to date information. Thanks!
