Creating this issue after a dicsussion in #8909.
While debugging chrome and saving a file, hot reload is triggered. When this completes, the widget inspector 'steals' the focus for whichever file was being edited.
Attached a video showing this behaviour - note this behaviour is exaggerated as the secondary tab group is very small and vs code (rightly) expands when it gets focus.
Note that if the widget inspector has experienced a bug and hasn't connected to the debug session, then the focus isn't 'stolen'.
