Add an RSS feed for HTML builds

We should be able to generate an RSS feed for websites made with rheo by using the spine. An implementation would need to consider how to keep the RSS consistent across changes (i.e. only allow adding new chapters/blogs), and how RSS generation should be enabled and bundled with HTML compilation.
