Add `Electrical` prefix to `ComponentTelemetryStreamFilter`

### What's needed?

All stuff related to electrical components have the `Electrical` prefix, but it looks like we forgot to add it to 
`ReceiveElectricalComponentTelemetryStreamRequest.ComponentTelemetryStreamFilter`.

### Proposed solution

Rename it to `ReceiveElectricalComponentTelemetryStreamRequest.ElectricalComponentTelemetryStreamFilter`.
