How can Install libraries offline

Good morning, Right now I don't have internet to install libs by console in the nanopi M1 but I think I can install it offline by console, can someone tell me how to do it?

I Recently saw the readme.md file that is in pull requests tabs. Since I've downloaded the libraries, I'll install them by doing:

make
make install
