🧪⚛️ TT v23 ONE SHOT — R-MARKER MEASUREMENT CAMPAIGN + SKY130 REAL RUN + PhD LaTeX EXPANSION

Mission: Close the v22 R-marker loop. Bake measurement protocols, Popper gates, and fallback opcodes into the 4 R-marker cells (R-1..R-4) of the 75-constant Sacred ROM before silicon freeze.

§1. Why v23

v22 sealed 4 R-marker cells into Sacred ROM with structural mapping only — no measurement protocol, no Popper gate, no fallback. Violates R7 (Popper) and R5 (honesty) at chip-in-hand 2026-12-16. v23 fixes all four cells before Wave-15-TT-E gate (2026-05-17 22:00 UTC).

  2. Binary Popper falsification gate (R7)
  3. Documented fallback opcode (R5 honesty)
  4. WAVE_23_FALSIFICATION_LEDGER entry (S-172) with status PENDING|PASS|FAIL

Violation blocks silicon submit at Wave-15-TT-E gate. Rule family R1..R20.
