Service Info - we need to add it to DRS, TES, TRS, and WES and make minor releases

@briandoconnor this should be pretty easy once we get the docs build system updated in each repo. I believe @susheel has PRs pending for each API to bump the spec to OA3 and add 'service-info'. Note: we're not really "adding" a new service-info endpoint, but expanding the scope of the endpoint that (most of?) our APIs already included — effectively "importing" the GA4GH ServiceInfo model via the allOf constructor.

I guess I hadn't quite thought of this as a minor version bump, rather than just a patch. I'm fine either way, but maybe we can discuss on the next Cloud WS call?
