Build EVAL testing

[palladius]

We want to ensure all skills are properly tested. This means:

1. Each skill has an EVAL.md (might become a yaml soon..)
2. A proper test suite to check its all in place
3. We need to develop a harness which cron-tests these upon commit OR daily.
