[orm #4] Decide + execute the Rudder adapter shape

Part of #64. Blocked by #66.

@universal-orm/rudder (peer @rudderjs/database) is the one framework-coupled package — excluded from the agnostic spike (#65) on purpose. Decide its shape:

• A) graduate as @gemstack/orm-rudder (it only depends on @rudderjs/database as a peer — arguably still agnostic-ish), or
• B) keep it in the Rudder orbit as the living binding (the @rudderjs/ai pattern): re-export @gemstack/orm + own the Rudder-coupled wiring.

Acceptance: decision recorded + executed.

Moot in this repo per #66: the Rudder adapter binding for the universal engines belongs to the vike-data / @universal-orm context, not gemstack. Track it there if needed.
