[Feature Request] Manage follow requests

A pixelfed user account can configure to prevent that a new follower is accepted by default.
In that case, if another user wants to start being a follower of that account, a follow request has to be created. Then it is needed to get notified and be able to manage new follow requests, in order to accept or decline them.

I would like to start contributing to this project, so I can start working on this feature if the code mantainers agree with that. In that case you can assign me this task and I will start it
