Subject: [PATCH 2/2] feat(api-consumption-report): render charts as inline
 markdown images

- Add temporary_id to each upload_artifact call in Step 5
- Replace plain artifact download links with ![alt](#aw_ID) inline image syntax in Step 6
- Recompile workflow lock file

Fixes: render charts as inline markdown images in daily API consumption report discussion
