I am trying to find a way to trigger gpio signals to control neopixels based on temperature data. So leds will be blue to red while heating up, white while printing and maybe green when done. can this be utilized to do that??

This is probably the wrong plugin to accomplish this. However I have another plugin OctoPrint-LEDStripControl that I use to do something similar to this. It's designed for RGBW strips, but it'd be pretty easy to modify for NeoPixels. I use some custom start/end gcode to accomplish this, something like below.

How difficult would that be to port over for programable leds? Would it just be replacing the led commands with neopixel as long as the library is loaded?

No idea. I've never used NeoPixels on a Pi. If I had to guess though, you'd have to find a python neopixel library and replace add a class ala PiGPIOpin() and conditionally add it all the places it is called.

rpi_ws281x is the needed library on the pi. That is beyond my current capabilities lol . although I am determined to get this to work so I may be learning some python soon
