Config file shouldn't need curly-brace wrapper

There should be a way to read in the config file that doesn't require the curly-brace wrapper. (Although the existing format should be supported for backward-compatibility.)

I'm thinking using TOML (https://toml.io/en/) as the config language would be a better choice.
