[Documentation] Move the contents of documentation into docs

Description of Documentation Need

There is a /documentation and a /docs folder - having both is confusing and not necessary

Target Audience

Everyone

Proposed Location

Move the naming convention into the docs folder (or conversely move all of the docs files and the runbook folder to /documentation) so there is only 1 documentation folder for all of it
