It should probably have the same license as the related https://github.com/hlavacs/ViennaVulkanEngine .
But it does not matter as the code in this is seriously flawed, don't use it without heavy fixing.
Some of the problems i found:

• User-space spinlocks: fundamentally flawed usage, see https://www.realworldtech.com/forum/?threadid=189711&curpostid=189723.
• Waste of CPU cycles in worker threads m_cv[0]->wait_for(lk, std::chrono::microseconds(100)); due to incorrect usage of mutexes. Absolutly no need for wait_for here in a sensible implementation. Also the correct lock is not even held for threadindex > 0 and it is also taken way too early.
• m_mutex and m_cv are arrays with unused mutexes and conditions.
• A bunch of atomics which could be removed if code is reworked.
• Over-complicated memory model for jobs with thread_local reuse,delete queues too. Would have been simpler and more efficient with a few hundred statically allocated jobs that get reused for less than 1MB memory usage if you replace all Job* pointers with 2 byte job indexes instead.
• The local_queue for each worker could be rewritten to not need any locking for pop as there is only 1 reader (ringbuffer with above indexes).
