`TomcatBuilder` uses older `Dispatcher` with `apply`

It requires parallel or sequential, but both negatively affect the tests.

Did the tests run before this change? I thought Dispatcher.parallel is equivalent to the old Dispatcher.apply. My hunch is that something new in Tomcat 10 negatively affects the tests.
