Use Composer

Should we be downloading the wp-phpunit and WP etc as zips or should we instead use composer to do this and the vendor autoload? Afterall composer is present as we explicitly request it via apk in the docker file.

I think we don't make the assumption that the plugin uses composer / would have wp-phpunit as a dep

Actually I think I was wrong on the above, as we do require composer on plugins.
