add LUT arg for sctr

as we add more LSTs to Infinity, we will need many LUTs (lookup tables) to execute the sctr rebal-stake command

1. need to add an option for specifying a LUT here

2. instead of fetching the hardcoded LUT used here, we need to use the one specified as argument from 1) and only use the current hardcoded one as default
