Force automatic phrase creation on build causing issue #40
Description
Since the application of 2025 charting standard over CF, users have been asked to make section and phrase by hand in EOF/Charter to help with CDLC quality.
This setting in the configuration completely overwrite that and creates problems and even validation error in some cases as new phrase are put in spot that aren't expected by the user.
I'm not sure I still see a point in that settings to exist for the build function and the confusion it currently creates is quite problematic as user are unaware of the changes that are made to their content on build.
