We have delegation return, but in HA scenarios it may be needed to initiated hand off from the PCE -- for example if an application sitting behind the (independent PCEs) looses connectivity to the one which has the delegation. The PCC is not obliged to honor the request and also the rejection is kept compatible with current implementations.
