Feature Request: Add a CLI

Currently, the **Census Geocoder** only supports in-code utilization. In other words, there is no CLI (command-line interface) implemented for it.

Should there be?

I'm leaving this issue open and pinned for the time being: If there are enough requests / upvotes in the comments, I'll add a CLI to the library in a future version.
