Harvest: load constitution as input context in /iikit-07-implement

Upstream spec-kit changed /speckit.implement to read and enforce constitution principles during code generation, not just at plan-gate time (commit b4060d56, PR #2460, "Load constitution context in /speckit.implement to enforce governance").

What we'd build

In .claude/skills/iikit-07-implement/SKILL.md, load CONSTITUTION.md as input context at the start of the skill, before code generation begins.

Why it matters

Today /iikit-07-implement validates constitution principles at the output check — code is generated, then checked against governance. Loading principles as input context would make the implement step produce constitution-conformant code by default rather than retrofitting.

Strong synergy with IIKit's BDD chain (031-bdd-verification-chain): the implementer would have the same governance signal that testify and analyze already use.

Closing — this is already implemented in IIKit.

iikit-07-implement/SKILL.md §25-27 loads constitution in enforcement mode via iikit-core/references/constitution-loading.md:

1. Extract enforcement rules — build checklist from normative statements (MUST, MUST NOT, SHALL)
2. Declare hard gate: CONSTITUTION GATE ACTIVE — ANY violation will HALT
3. Before writing ANY file: validate output against each principle. On violation: STOP, state the violated principle, explain what specifically violates it, suggest compliant alternative.

This is the same behavior spec-kit's PR #2460 added — load constitution context to enforce governance during code generation, not just at plan-gate time. The harvest report missed that we already do this.

No code change needed.
