Are Sf and St actions?

In the last meeting we started a discussion that we should probably consider Food States (e.g. 'fresh', 'diced', 'frozen') and Tool States (e.g. 'clean', 'small', '250°C Fan') actions. If we do, reduce_dir_to_action_graphs.py and reduce_graph.py need to be updated. Currently, only Ac, Ac2, Af, At become actions in action graphs.

I've looked at some automatically tagged recipes and so far, I haven't found any instances of St's that I would consider actions.
For Sf, I feel like about a third are participles like 'melted', 'combined', 'baked', 'risen'. Maybe, we should take a closer look.
